A senior White House official said President <strong>Donald Trump<\/strong> is willing to sign Russia sanctions legislation provided he retains implementation authority; Trump also flagged potential measures against countries doing business with Russia and hinted <strong>Iran<\/strong> could be included.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Outlook: surplus vs. Russia risk<\/h2>\n\n\n\n<p><strong>Goldman Sachs<\/strong> expects oil prices to <strong>decline through 2026<\/strong> amid a sizeable supply wave that keeps balances in surplus.
